Ed is right about those requirements, but also need to realize that these type of restrictions depends on where you are located and what time of the year it is.? Ed lives in Montana as do I and yes, there are times in the summer when it is so hot and dry here that there are restrictions on smoking, logging and even riding in the forested areas for fear of setting off wild fires.? There are many times I have seen sparks fly off a horse shoe while trotting down a trail and having a foot glance off a rock in the trail.? I wouldn’t dare be caught lighting a flare in the middle of a tindered forest so would have to consider other means of bear protection

Okay, well you and the Alaska Park Service and Alaska Forest Service (ie smoke jumpers)  have a differences of opinion.
