That makes perfect sense to me. Registries actually exist to improve breeds by keeping records of pedigrees. While cloned horses conceiveably improve the average or typical horse (assuming that cloning does eventually produce healthy copies), by its nature it can not improve the best examples of a breed.

Actually, there are two ways cloning could "improve the best examples of a breed". First, if two fantastic horses, a mare and a stallion, were not alive at the same time and so could never be bred, clones of each could be grown and then mated. Second, if an incredible specimen were to meet with a tragic accident before ever being bred, again a clone could be grown and then used just for breeding purposes.
