I usually put the transmitter piece just in front of the cinch, with the end of
the rubber a little distance away from the centerline of his belly.  But I
think the transmitter pieces come in different lengths so that description may
not help you.

The belt transmitter is the "sending unit". I have had different sending belts and different watches, (I use this stuff for triathlon training) some of the sending belts have batteries, but polars does not. The unit on the right hand side of teh pic you sent is actually a human chest strap sending unit that is being held on the horse via a really long belt. I could mimic that but I used it on the base of his neck just north of his withers. My reading was on and off and I got the wierd numbers.
