I saw a new kind of half chap at a ride recently [carried by Wind Rider 
Tack] http://catalog.windridertack.com/browseGroup.cfm?item_group_id=84376 
that may help with the heat rash. Just a thought. A friend bought them and 
said they are very comfortable.
