Yep, bleach at a 1/10 concentration works perfectly to disinfect, as far as bacteria, but it won't clean out toxins in the water, such as gasoline or oil.  And it isn't going to make it 'nice, nice.'
 
Would you feel comfortable drinking water out of the New Orleans streets, for example, where dead animals and other organic matter were floating, and with an oil slick floating on top?  Would you be "OK" with boiling that water and drinking it?
 
And, adding bleach to salt water, say, from the beach at Biloxi or Gulfport, MS, doesn't do anything about the salt - aka NaCl -- gee, that's an electrolyte!  Maybe the people in the disaster zone can sell us electrolytes...
 
Water out of the tap is a far cry from what these people are wading around in.  It isn't "clear," it isn't "nice," and you wouldn't want to drink it.

Bleach is used for any water source that is not clean enough for drinking.
