That rule should be obvious. When a horse is being led it must do less work and thus expend less energy. Since CTR is supposed to be a sport that tests the conditioning of the horse, this rule helps make sure that all of the horses do about the same amount of work during the ride.

You could have a CTR "type" sport where the participants were encouraged to be super athletes that could run most of the 25 miles but that would be a different sport, and would most likely appeal to those who do ride and tie.

PS. While I have done and enjoyed CTR, I basically to like endurance better. They are two related but different sports.
