[RC] Pulse questions - Ridecamp Guest

Hi.  I do mostly Competitive Trail riding.  I have a couple of questions for 
all you experts out there in RideCamp.

When I do hill work outs, I get my horse's pulse up to around 140-150 bpm (by 
trotting up a gradual hill) and wait for her to recover to about 80 bpm before 
I start my next repetition.  She recovers to about 80 bpm in about 20 seconds.

Should I be getting my horse to recover to a lower heart rate before starting 
the next repetition?   

Secondly, my horse's first couple pulses at CTR's are 46.  Any 
suggestions/tips/tricks to get that lower?  In my long distance riding 
association, the pulse is taken within 4 minutes of arrival and a pulse over 40 
bpm incurs penalty points.
