If this is the case then there is some fundamental problem that needs to
be addressed. "Ruined cream" is not a COC time issue since almost 1/3 of
the 100's that finish do so within the required COC time.

I suspect that the cameras are long gone by the time the tail enders
come in and running and since the winners run it in a 7 to 9 hour time -
daylight for cameras wouldn't be a problem.

Well, chances are 3/4 of your "cream" didn't ruin before the day you needed it. The "Cream" today may be soured by the time the WEC rolls around. I think the COC was just a part of their plan to have all horses finish in daylight for the cameras. Would somebody buy them a darned night vision camera so they'd give it a rest.
