I believe Angie's point is that the US is better off to qualify as many good 
horses as possible, because if only a few are qualified and horses being 
horses, they get hurt, sick, etc - then who's left to compete?

Better to qualify the top 20% and SEND the top 10% of horses able to compete 
when the time comes

That's the way I read it anyway.
