IMO (for whatever it is worth) the FEI should stop micromanaging and 
turn the selection of a team over to the individual federations be it US 
or Malaysia and hold those federations accountable for insuring the 
horses that participate are capable of being there. At the end of the 
day the FEI does have the ability to insure the horses that compete are 
capable by the use of sanctions and/or suspensions against those 
federations that don't live up to their responsiblity under such an 
arrangement.

The FEI has every right to demand that every horse that competes in an 
FEI championship ride is capable of doing so - but it should be the 
individual federations that are making the decisions and being held 
acccountable for those decisions by the FEI.

PS: For the US for as a whole I think 13:20 is actually too slow.
