Sometimes, juggling the extra balls associated with dual sanctioning
causes less than competent jugglers to drop a bunch of balls...that they
wouldn't have if they hadn't had those extra things to deal with,
especially since there is a great deal of pressure NOT to drop any of
those extra FEI balls.  In which case, the manifestation of the poor
management is caused specifically by the dual sanctioning.

While that may well be true, you make my point--it isn't the FEI that is
at fault, it is the lack of the ability of management to pull it off.

If you concede that it is true, then it is the FEI's "fault" (as if anybody
were trying to assign blame here anyway), if the FEI has such onerous
management requirements that they are beyond the management capability of
most "backyard" ride managers (from my understanding the FEI has been
making a concerted effort to reduce the difficulty of its management
requirements, for just this reason).

Encouraging people to dual sanction rides without determining whether the
ride managers have the management skills to do so is a recipe for
generating ill-will towards the FEI.

The ability to manage is a real skill (just like juggling is) and there are
few people that have it.  If you put such people in situations where they
are required to manage beyond their capability SOMETHING is gonna fall
through the cracks.

But, as I said above, who is "at fault" for a mis-managed ride is
irrelevant.  What is true is that it is harder to successfully manage a
dual sanctioned ride than one that is not; consequently, you are less
likely to encounter management problems at a ride that is not dual
sanctioned than one that it is.  

So...barring any information that I have that a particular ride manager is
extremely adept at management, I would prefer to attend one that isn't
dual-sanctioned because, by its very nature, it is easier to manage and
therefore less likely to be beyond the management capability of the ride
manager.

And if I had information that a particular ride manager WASN'T very adept
at management; I would avoid any dual-sanctioned ride that this person put
on, like the plague.
