Ya got me, Truman.  Likely because people THINK they are rules, and
haven't actually read the rule book.

Truman, I didn't say that there are few good managers.  (Again, PLEASE
read what is written.)  What I said was that many of the problems are
management issues instead of FEI issues.  Not the same thing!
