 One thing that could be an influence is the
requirement in FEI venues of particular treatment for
particular officials whereas all AERC officials(?) are
volunteers and do not expect special treatment. i.e. the
AERC officials, and the only one I know of is the Steward
when required, are just riders like you and me. The FEI
officials are appointed, mandated and have endowed status
and often act OFFICIAL.

Any one care to comment?

All the more reason to dual-sanction our rides, IMO, so that we can get
more "just riders like you and me" trained as FEI officials.  One of the
things that helps to make FEI officialdom user-friendly is to train more
officials who are first riders, and therefore have a clue about what is
supposed to be happening, and about what is actually important and what is
just window dressing.
