Well I agree - and I WILL complain - and then tell the dog "owner" to go pound sand if he or she has a problem with my complaint about their pet interfering with the general safety of my own animals. You are correct - there are leash laws for a reason, and people like that are the reason. If all dogs were under care and control as they should be, there wouldn't need to be leash laws - but then isn'tthat the way of it now? People just cannot comport themselves as they should, so laws must be made. sigh! Now, if we could just legislate using TURN SIGNALS:)!
