To make an informed judgment one would need more information:

1. What exercise were the people doing during the test?
2. In the horse pad, what is the weight of "phase change material" in the
pad? (also the size of the pad)
3. What is the temperature of the "phase change", and how much heat
(calories or BTU) is absorbed per unit weight.

Given this data one could calculate if the amount of heat absorbed would be
enough of the total excess heat produced by the horse to make a difference.
I still suspect, that the amount of heat is such a small amount of the total
that one would not experience a substantial benefit.
