I suspect it is so they can have a record so if something does come up they 
will have a way to trace it. The reason FL (and eventually the rest of the 
country) has gone to an online database for heath papers (and coggins) is so 
there will be traceability of all horses.

The health certificate only tells them you've been within 
their state if you happen to get stopped. With the call in number, they 
(theoretically)have a record of everyone who was within their borders.

O.K. So which disease are we looking for here? Isn't 30 days of a health 
certificate, or 6 mo. of a pass plenty of time to pick something up and spread 
it? I would think that an expensive racing farm would require a health 
certificate from about 24 hrs. before before your horse came on their property. 
I got pulled over in Kentucky. They looked at my papers but didn't climb up and 
look in any windows. All horses had on shipping boots so no leg markings. It's 
not like it would take a genious to bring a different horse than was on the 
certicate...I've got 3 gray Arabs in my field. I just wonder how much this red 
tape really helps and how much it just makes them feel like they're *doing 
something*.
