I support the drug rule - however it is not clear as stated. Most people that bright it up don't do so because they want to cheat to find loop holes. They do so because they just plain don't understand or it just plain doesn't make any sense to them.
The rule does not define what is banned. Any and everything on the face of the earth fits into the two categories. It was probably thought to be a good idea at the time, however, and at the time of its inception it may have been sufficient. But it seems clear that today that may not be the case. Since its inception there has been tremendous growth in the ability of companies to isolate and or synthesize "nutrients" and other compounds that may or may not have a positive effect on the animal.

IMO the implementation of the drug policy as specified in rule 13 is poor at best and should be reworked to make it clear concise give it the specificity to remove the vagueness that keeps it coming up over and over and ..........

Clear has nothing to do with it.  The reason it keeps coming up is some people hope that they can find some magic way to get around the clear intent of the rule and thus enjoy an advantage.
 
If the rule were to be changed to have a list of prohibited substances, and maximum blood/urine values the postings would still be there.  The only difference would be that the questions would revolve around how much and how long before a ride could the substance could be given and still pass the drug test.  Postings would laud bunches of newly discovered concoctions that will not be found in the test.  Rumors would abound about certain people who had discovered a marvelous substance that masked the tests for another substance.  Rumors would start that certain people had prior knowledge of which rides would be drug tested and thus avoided being tested.
 
Under the changed rule the increase in numbers of horses receiving prohibited substances or prohibited amounts of substances would put an increased number of horses in danger.
