Clear has nothing to do with it.  The reason it keeps coming up is some people hope that they can find some magic way to get around the clear intent of the rule and thus enjoy an advantage.
 
If the rule were to be changed to have a list of prohibited substances, and maximum blood/urine values the postings would still be there.  The only difference would be that the questions would revolve around how much and how long before a ride could the substance could be given and still pass the drug test.  Postings would laud bunches of newly discovered concoctions that will not be found in the test.  Rumors would abound about certain people who had discovered a marvelous substance that masked the tests for another substance.  Rumors would start that certain people had prior knowledge of which rides would be drug tested and thus avoided being tested.
 
Under the changed rule the increase in numbers of horses receiving prohibited substances or prohibited amounts of substances would put an increased number of horses in danger.
