That's right.
    So  more "regulations" aren't the answer.
    Ultimately, we (as an endurance collective) end up standing together on that wobbly post that is "rider responsibility".
    It certainly is a conundrum, eh?
    The only protection a horse has is the rider/owner.
    Vets, rules, easy loop trails, fancy tack, iron shoes, bare feet, great pedigrees, diesel trucks, gas trucks, flax seed, beet pulp, a Howardless-Ridecamp, NOTHING can help a horse when it comes time to ride the trail....just a (somewhat) knowledgeable rider, a (somewhat) compassionate rider and a bit of good luck.
