Take pictures.  Sliding into the gate would be a good one.  Kid parted from pony would be another.  Mention that YOU don't care, but if kid hits another rider, her PARENTS could be the ones getting sued.
 
I remember the days when we went bareback, hell bent for leather  all over the wilds of Rialto on my cousin's pony. I fell off a lot!  That's how I learned to RIDE.  My parents didn't care.  I was supposed to be reasonably safe and responsible and I would certainly have heard about it (on my backside!) if we had destroyed anything and it had been reported to my parents. 
 
Twenty years later, I would have been much happier if my kids wanted to take their pony off on rides with no adults around.  No such luck, they always wanted me to go along - not that I ever minded riding! 
 
These parents might not realize that their kids have moved over the line to unsafe to others.  I would ask politely if you could have a discussion about the problem beofre assuming the parents will be the "MY KID WOULD NEVER" type.

More likely they are going to be the ones filing suit against someone, probably the stable owner.  The kids sound like they are spoiled and undisciplined.  They learned (or didn't learn) from the parents.  Caring non-riding parents would make sure that the kids were protected.  Caring intelligent riding parents would be at the barn supervising and riding themselves.  I must conclude that the parents do not know what discipline is.  If the kids were disciplined, they would heed adult advice, at least somewhat.
 
I would guess that if you talk to the parents, they will defend their kid.  "MY KID WOULD NEVER etc. Stay  out of my business....", that is until one of the kids gets hurt.  Then they will sue everyone who was within 5 miles of the kid.  The stable owner, the owner of the other horse in the ring, etc.
 
Unfortunately since the invention of self esteem worries by Dr. Spock, many parents haven't a clue as to what discipline, respect, and responsibility are.
