My question is this: is a hitch extender safe or
should I just get a new trailer with a longer tongue?

Take the trailer to a good trailer shop and have them extend the
tongue. I hauled many thousands of miles with a Class C motorhome and
a two-horse trailer with a long tongue, with no problems. I had the
trailer builder make the tongue long enough that I could back until
the trailer was ninety degrees to the motorhome without anything
interfering.
