Hello...it's a normal reaction from the urine on cold snow. Nothing to worry about, where do you live? Is this the first time you have seem horse pee on snow? >;]
 
What kind of hay are you feeding? BTW...it's caused by oxidation.  If it very ... very cold, it may be red, almost light bloodish color.  Some horse's urine is more reactive than others. If your really concerned watch your horse's urinate, if it comes out red...then there is a problem, but if it's a normal yellow color, than everything is okay.
