Yes, it can.  When I met one of my friends about 14 years ago, she was riding her 4 year old mare.  This mare had a 2 year old filly!  Apparently, my friend had bought a 6 month colt and filly at the same time and kept them in the same pen together until she found out that the filly was pregnant at 1 1/2 years of age. 
  I have a 2 year old filly that came into her first heat last spring.  That didn't surprise me as much as my 1 year old filly also coming into her first heat last spring and out hussying the 2 year old!  Thank goodness all I have are geldings on the place!  General was really confused when Angel kept sticking her butt in his face.  He thought she wanted to play and picked up the horse ball and started bopping her with it.  Not quite what she wanted, but it was hilarious.

HI - THIS IS NOT A JOKE - I REALLY WANT INPUT. 
 
DO YOU HAVE ANY IDEA IF IT'S POSSIBLE FOR A TWO YEAR OLD SHETLAND PONY TO BE PREGNANT?  LOLLIPOP IS LOOKING SUSPICIOUSLY PREGNANT - NOT HAY BELLY - WRONG I DON'T KNOW WHAT.  WHEN WE BROUGHT HER HOME IN APRIL, THE PEOPLE THOUGHT SHE MIGHT HAVE BEEN BRED (I DIDN'T BELIEVE THEM - I MEAN IF THEY DIDN'T EVEN KNOW HOW OLD SHE WAS, HOW SMART ARE THEY.....)  NOW I'M NOT SO SURE.  IF SHE IS, SHE'S SOMEWHERE IN THE TWO YEAR OLD RANGE BY NOW AND BABY WOULD PROBABLY BE BORN IN MARCH.  ANY IDEAS - IS IT REALLY POSSIBLE FOR A PONY THAT YOUNG TO BE BRED??
