I have seen a list on the AERC site some time back ( I am not sure it is still there ) and I downloaded it. There are some things that are drugs - even require a perscription that are premissible, e.g., " fall Compounds to synchronize estrus (eg. Regumate) ." So it is not "absolute" and there are "loopholes."  It does say that Natural and Holistic preparation containing herbs should be avoided during competion "since the side effects of such administration cannot be known with regard to safety, testability, and fairness."

It seems that over the 10 years it has been in effect the drug policy may have gotten a loophole or two.   To some extent it does imply ( this may not have been intentional and the wording may be poor ) that testability is an issue with these herbal substances.

The AERC drug rule has no loop hole for "herbal remidies".  Remember that the leaves of the Coca plant are "herbs" and as a source of cocane are illegal in this country.  Nicotine comes from Tobacco.  It is a drug and a poison.  I could go on and on.  The status of a substance as a performance enhancer has nothing to do with whether it comes from a plant or a factory.  If it enhances performance it is a drug.
 
Lets not get into the silly argument that grain has nutrients and nutrients enhance performance.  We all know what nutrients are and that they are not forbidden for obvious reasons.
