The loophole is that if it is detected, it is banned no matter what the level.  This does not imply that a substance is permitted if the present set of tests would not detect it.
 
At any time the testing done by AERC could be expanded, without notice, to include any prohibited substance.  To try to hide behind behind "it is not testable (with the present set of tests)" is not a morally defencable stand.  You are splitting hairs and acting in a legalistic way.  A person of high moral character will not administer anything to their horse that would violate the rule, even if they knew for certain that they could not be caught.
