 You don't need to to have his head facing you , just be
ready if he decides to move then bump his eyes to you. This
is why a 12' line is good to use . You can walk to his side
and still have a hold of him with plenty of line to "play "
with should he move.


Also when he took a step back I would take a step toward
him, following him. I 
have previously taught him that when I step toward him he
should take a step 
away and respect my space. So I was wondering if my
following him was 
actually 'pushing' him away and thus confusing him??

 I also teach my horses to respect my personal space which
is about the space a hula hoop would be. They are not to
come closer unless I've invited them to. I would invite him
into your "space" and park him there, then procede to
spray. Should he move while spraying then bump his nose
toward you and just follow him while spraying. Leave slack
in the line but be ready to bump his nose to get two eyes.
He'll figure out when it's acceptable to be close to you
and when it's not.


Clipper and hose 
advice would be appreciated too!

 These can be introduced in the same manner that you
introduced the fly spray. With the clippers I would have
the head down cue firmly intact and be able to rub and
touch everywhere on his head and neck with yours hands and
the clippers not running. For this I use the portable type
clippers so I can follow him all over the pasture if need
be with it turned on and not worry about the cord. As for
the hose start with spraying the space close to him then
his legs then his belly, then the top line, neck and lastly
his head (starting with his muzzel)
