The legal question so far seems to have the same answer as the truth question.  The outfitters around here routinely feed processed feeds to meet the requirements.  (Worked last summer and fall for an air taxi service that delivered to many of the outfitters, and flew those 80# bags of pellets and processed hay cubes in by the planeload--12 bags per non-turbo Cessna 206, or 14 bags per turbo Cessna 206, provided you don't have altitude density issues on a hot day, or you don't have to take seats in with you to bring passengers back out...  :-)  Of course, since their stock live on that ration all season, they don't have the issues of feed changes...)
