Then get ahold of HIS boss..  especially if you had it in writing beforehand... AND, a special
permit that you have to PAY for DOES put them in the path of legal liability.

I am fighting much the same thing here.  Most rangers are given free rein and allowed to do
their won thing as long as there are no complaints.  BE THE COMPLAINER.
