That is true, but in the case of special events which requires a permit
- going out in the forest to ride doesn't require a permit, but running
an endurance ride does - the district ranger has almost god like
powers.  
I've had to reroute trails at the last minute becuase the head ranger
got a hair up his nose - or some other place - even though the same
ranger gave me consent (in writting) to use the trail that he was now
objecting to.   At that point it was too late to appeal.
It can be very frustrating.
