I forgot to add:  since there is an extra layer there, make sure it isn't in a spot with too much pressure.  I've had the electrode pad cause a white spot (in the exact square shape of the contact), even when it was stuck on the saddle pad itself, but was in the wrong spot. 

Lately, I've been putting the electrode pad farther back, just barely under the skirt of the saddle, forward of the cantle area.  Seems to work fine, and there isn't much pressure there - at least with my saddle.

You can get the self-stick velcro strips at most any drug store.  Just stick the fuzzy side on the pad, to complement the hook side on the HRM.  If they have the stick-on on the wrong side, you could probably use glue, or double-sided tape.

With the velcro hook on the back of the electrodes, they stick perfect on wool type pads. I had thought of changing that velcro to the anti slip shelf liner, but not sure if it would make too big of a bump. Other thought was to had stitch a bit of wood yarn into the Supracor, through the holes for the electrode with velcro to stick.
 
So, suggestions?
