Well, you're right - but it isn't the test that controls the disease, it's offing the horses that test positive that takes care of it!  Seriously, I don't doubt that the use of Coggins testing has helped control EIA, but I do doubt that negative Coggins results are a guarantee of an EIA-free horse, particularly when the test was done a year before.
Ah........the testing identified which horses needed to be eliminated from the population. Now EIA is rate in Florida. Public health issues are always a trade between how much power to give the state to eliminate the problem and how much impact you put on the population. Sure if you passed a law that ever horse would never be able to leave its premise and no horses could enter the state - done deal. However, that's not the solution. The solution is one that works and the 12 month Coggins seems to work well.
