I agree that venues are the right place to check but, what is more shocking is the difference between states.  In California, as long as I never left the state, I could go to every endurance ride and horse show, which we went to a lot of them and never have a Coggins or Health Certificate.

We've been stopped in Texas, Arkansas, & Kentucky. When you think about it, odds of passing infection between horses in trailers moving down the highways is what???
Odds of passing infection at shows, organized rides or even casual horse camping areas is much much higher. It only makes sense that horse/papers inspections should take place at the venues,not randomly along the road. Not saying THAT happens as it should either... But I wouldn't be upset about not beung stopped randomly along the road.
