Considering that EIA [which is what a Coggins test is for] is communicable, and if a horse is positive they either have to be euthanized or live in quarantine the rest of their life - this is a measure to protect other horse owners, not drum up revenue. In TX you can't leave your property without a valid Coggins [they are good for one year].

The parks and other riding areas will also check for coggins and can fine you for not having one or having one older than a year old. Now they can potentially get someone for 2 offenses. Gotta make $$ somehow with tourism being down!

Our tax dollars at work...so obviously someone somewhere is watching and if the laws state a helmet is required I am sure there will be people that will turn you in.
