It was actually Prop 13 that "jiggered" the constitution.  It was passed by 65% of the voters with 70% of the registered voters voting.  Thats a lot of rich people.
 
But I agree.  We don't pay enough taxes.  I always add a few bucks when I pay my income taxes to the state.  Everyone else should, too.
