My theories:
1. they have tightened up the rules to protect horses in places like UAE where 'to finish is to win' is not paramount
2. they really don't care if they lose most of 'grass roots' riders because most of their revenue comes from rides with significant prize money, regardless of the number of participants.
3. they want the sport to be more exclusive, and less inclusive, which is more typical of the other top level FEI sports.
