I think AERC pays USEF a fee for some form of organizational membership. That allows FEI to call AERC the discipline organization for endurance. FEI deals only with the National Federation (USEF). RMs as well only deal with their National Federation (not FEI). Fees etc. are paid to USEF not the FEI. USEF may pay something to FEI, but I don't know about that.

In every co-sanctioned AERC and FEI ride that I know of, riders who wanted to enter the FEI ride had to enter the AERC ride first.

It is a non-truth that all entrants to a jointly sanctioned event must enter the AERC division. It is a common practice, but I could find no requirement to that end. It is possible for someone to only do the FEI portion of the ride unless the ride manager stipulates otherwise.
