Leaving a euthanized carcass out is even worse, as you suggest.  Birds are particularly susceptible to barbturates--they drop like dead flies around euthanized carcasses.  But carnivores also can consume enough to die. 

 

Vets here in rural Idaho refuse to do euthanasias unless you have a hole dug and a backhoe standing by--they are liable if a "protected" wolf eats the carcass and dies.

So True. Additionally, there is the quite real possibility of the
carcass just being hauled off for the coyotes to eat as a form of
population control. There are lots of reasons for controlling the
disposal of the chemicals.
