She KNOWS it bites, she takes it into public
situations, she KNOWS it can hurt someone, and does not seem to care. I think
she should be held responsible for her horses actions. What that action is, can
only be decided by the one who had the horse bite them.
Her telling you the horse bites, does not release
her responsibility to make sure the horse does not do so.
