[RC] new rules - Michael Maul

In response to:"Will there be a hard copy sent to the membership since this is the first major update in several years? Even the pocket size would be good."

What we are planning is to just send the updates so they can be added to your present rule books. This would come with material from the Education Committee.

Given that we would like to work on a major revision of the rulebook in 2008 for 2009 - the view was that once the major revision is done - it would be time to send the pocket book to all members.
