Generator....plug it in to the existing barn wiring and it would also operate a light or 2.
This is the quietest and cheapest new one I could find. You might do better on eBay.

I used to have an electric tank heater, but this year the electric went kapooey. I've had the landlord out and he tried everything including replacing the circuit and still no electricity to the barn. The next step would be to dig up the line which runs not only under the frozen ground but also the driveway. Not happening anytime soon.

SO, does anybody know of any way to keep the water in my tank from freezing without using electricity? OH, and I don't have ready access to hot water either. Warm maybe, carried in buckets from my house 10 miles away...
