Anyone can create a breed registry. There use to be something called "the endurance horse registry of America." It was 400 endurance miles made your horse eligible - independent of breed.

More and more gaited horse back riders are doing endurance. Back in the mid 90's I'd be riding the only gaited horse in a ride - today you see several. Some older riders are extended their riding years by switching to gaited horses. This guy sees a market and wants to capitalize on it.
