To me it's pretty clear, pull codes are based upon the veterinary judgement at the time of the evaluation. If the horse is deemed fit to continue by the vet, then the RO codes are allowable. But the vet's opinion has to come first/supersede that of the rider.

this sounds like a very good statement of the intent in this area! It focuses all of the issues regarding the determination of pull codes onto the control vets. It also points out, i think?, that there is no such thing as a "post withdrawal" (or maybe "post non-continuation" would be better) evaluation.

(well, maybe there is still a need to determine when "...at the time of the evaluation" is with respect to the time on non-continuation - which is where the difficulty arises. note the time line in the FEI guide-lines:)
