Painted = poultice type material.  You are absolutely correct that a leg that has done 50-100 miles would be treated much differently than a horse doing 4 1/2 to 7 1/2 furlongs! 
 
The whole point was to make sure that anyone using a poultice of any kind learns how it is best done for the horse and the horses training.  Maybe I did not make that clear!  Just as I would never profess to instruct someone how to use a portable oxygen set up to help increase their horses breathing capacity before and after a ride!  I was horrified the first time I saw a trainer doing this at the track.  What good does that do in the long run!  I may have helped the horse, at the time, but was not a true representation of how that horse truly used it's lungs!  Same thing with treating legs - isn't it!  And you made an extremely valid point about not knowing exactly what is under those standing wraps unless you were there or did it yourself.
