I do.  I try to carry about 10-15 pounds of stuff and extra water bottles with me on LSD training rides.  I just add it at all once in old-fashioned saddle bags.  The trick is to load balance it so your bags aren't lopsided.   I carry enough water so that I don't have to drink the water I'm using as weight. 
 
I don't use the extra weight when I'm interval training or when riding with friends.

Does anyone use added weight (such as weights/extra water in an extra saddle bag) while training to increase your horse's workload? What would be the advantanges, disadvantages? Would you do progressive loading, adding weight gradually, and when would you remove the extra weight prior to a competition? I understand don't add speed/distance at the same time. So I suppose you would add weight and not speed/distance at the same time either until you built up to it...
