I think that it got that way when the UAE got involved because they wanted it to be that way. Their goal in all this is the glorification of the rider.  The horse is merely a vehicle.

WOW......... how did this ever happen? In all other racing it has
always been about the horse 1st, then the jockey, trainer, owner.
