I cheat. I'm a short little old lady and buy Men's rain jackets with velcro close wrists and attached rain hood. The jacket comes down below my butt. I can wear it with any pants and I stay dry from the crotch up with minimal dampening of the pants. Clearly this won't work to ride in so for that I'd suggest either a poncho or just tough it. The biggest problem I've found is that for women, the all but the priciest high-end manufacturers don't make WATERPROOF gear, only water resistant :( So, I buy Men's wear. Currently I have a waterproof Bimini Bay rain jacket (shell, no lining), size Men's M, from Sportsman's Guide, cost $19.97.

That’s what the people at REI kept telling me, but pants & jacket are too much of a hassle just to go out and feed the horses. I’m trying to find a long coat. The one I have is fleece lined, so it’s not good in the spring/summer/fall.
