Leonard, how do you know this?  Who told you?  M. Arnould?
The press release itself says:

 ...
 2007.FEI Technical Committee members will now have an opportunity to
 review the Task Force proposals ahead of their annual meeting scheduled
 for early April in Switzerland. At this meeting the Committee will add
 their own comments and input to the proposed new format. The detailed
 proposals from the Task Force, together with the full input of the
 Technical Committee, will then be circulated to all FEI Federations.
 Full details will also be published on the FEI Web site at that
 time...

meaning that the national Federations aren't going to get copies
until sometime after April, at the same time the recommendations
are put up on the FEI's web site.

Also, one of the most controversial proposals was the
Grand Prix finish.  Is that change part of the recommendations
(yeah or nay)?  It was Great Britain's John Robertson who
was chairing that subcommittee ("Competition Structure").

Also, who from the US has been providing input to this
process?  I know that Art Piersz from USEF was heading
one of the "divisions" that was being looked into, something
called "Legal Controls," which included metabolic eliminations--

), but he resigned his USEF post to head up the 2010
WEC endurance organizing committee right in the middle of
this process.  The timing was a little odd...superifically it
appeared as though that subcommitee committee hadn't submitted
any recommendations for its assigned area at the October checkpoint
meeting, but I could be mistaken.  Who took over for Art Piersz?
Mike Tomlinson?
