This from "Vet Gates; Getting it Right" by Dr Kieran O'Brien MRCVS:

"Common errors committed by crews in vat gates include...  not  
cooling aggressively. Failing to apply water to all of the horse  
including the hindquarter muscle masses, or worse still heating up  
the rear end with rugs while cooling the front end. Cooling the  
hindquarters of a horse does not cause it to tie up and rugs are  
rarely necessary in vet gates (before presenting to the vet) during  
daylight hours."
