If you can build up the height of the dirt under
the shelter, and then use something like rail road ties to keep the dirt in
place, then put rubber mats down, you should end up with a dry place for the
horses to stand. Then, when you move the horses from that facility at a later
date, take the mats with you if the owner of the stable is not willing to buy
them.
