I kinda thought the same thing when I went back and read that it was a mare.  Being the owner of 5 of them, I can see that happening.

Have to jump in here:
 
  I have seen/and owned horses that will wring the tail when being cued.  Obviously, this horse is on the receiving end of many well executed cues.  That may be what is causing the tail action.  JMHO.
